Overview

Dongguan Thunion Cluster Registration Hosting Co., Ltd., the first trusteeship company led by Tsinghua University Dongguan Innovation Center in Dongguan, was approved by Dongguan municipal government, and under the specific guidance of Dongguan Industry and Commerce Bureau as well as the strong support of Dongguan public security, quality supervision, state and local tax, customs and other departments. Relying on the advantages of Shenzhen Research Institute of Tsinghua University and Dongguan Innovation Center, we provide a full range of services such as address hosting, business secretary and entrepreneurship training.

The cluster registration model solves the restriction that enterprises must have qualified residence for registration, and creates favorable conditions for start-ups, science and technology enterprises, Internet enterprises, small and micro enterprises by providing “zero marginal cost” development platform and “mass innovation space”.

Policy Background

In May 2013, Dongguan signed an agreement with Research Institute of Tsinghua University in Shenzhen to establish Tsinghua University Dongguan Innovation Center. Later, the center proposed Dongguan Enterprise Cluster Registration Project, and the concept Enterprise Cluster Registration was first postulated in the country.

On January 2, 2014, the “No. 1 Document” of Dongguan municipal government summarized the cluster registration of e-commerce.

On April 1, 2014, Dongguan Thunion Cluster Registration Hosting Co., Ltd. was officially inaugurated in Songshan Lake Holding Building. Yuan Baocheng, then mayor of Dongguan, and a group of municipal leaders attended, and invited entrepreneurs across the country to register companies in Dongguan.

Company Background

Approved and authorized by Dongguan municipal government and Dongguan Industry and Commerce Bureau, and supported by Dongguan public security, technical supervision, state and local tax, customs and other departments, Thunion was founded by Tsinghua University Dongguan Innovation Center. The company undertook the implementation of Dongguan Enterprise Cluster Registration Project and Songshan Lake E-commerce Virtual Industrial Park.

Thunion is the only enterprise in China that uses “cluster registered trusteeship” as the name of the registered company for its business scope.

Enterprise Cluster Registration

Registered Enterprise Clusters refers to a model that a company registered as a cluster hosting company that allows many e-commerce enterprises and associated companies register the cluster hosting company’s address as their own address. The companies can finish the online registration (paperless registration) and the information of the public(as shown in figure 1) on the electronic business license application platform.

In short, cluster registration enables e-commerce (especially start-ups) to register without an address, and to be listed with an electronic business license, which is suitable for e-commerce enterprises with the characteristics of home working and small teams.

Dongguan municipal government and Songshan Lake National High-tech Zone both give strong support to the development of e-commerce, and has set up special funds to support it.
